Rumors are already flying that Nicholas Hoult will be playing Lex Luthor either as the president of the United States or that Lex will be running for office.
It will be interesting to see what James Gunn does with the role. Gunn got into trouble with the right-wingers while at Marvel, which saw him fired and then rehired by Disney. It’s already said his DCU will be a political commentary on present times. Bear in mind Wonder Woman 1984 also went that route and turned out to be a complete disaster.

What’s interesting is that Marvel might also be doing something with Harrison Ford’s Thaddeus Ross in Captain America: Brave New World which will be released a few months before Superman: Legacy. It’s also guessed Ford’s Ross will become the Red Hulk.
Marvel is a huge mess right now, so what better time for Gunn and DC to take over?
