Images of the Captain America: Civil War Marvel Legends line of action figures have leaked online revealing the characters featured, which includes Captain America, Iron Man, Black Panther, Nuke, the original Nick Fury and Red Guardian, with Giant Man as the build-a-figure.
Regarding Nuke, Nick Fury and Red Guardian, it’s known the Marvel Legends line also includes characters from the comic books (Nova was a part of the Guardians of the Galaxy movie Marvel Infinite line).
And regarding Giant-Man, well, Giant-Man is presently unconfirmed for the movie, but is featured in various merchandise (LEGO and Funko Pop Vinyl).

Synopsis:
Captain America: Civil War picks up where Avengers: Age of Ultron left off, as Steve Rogers leads the new team of Avengers in their continued efforts to safeguard humanity. After another international incident involving the Avengers results in collateral damage, political pressure mounts to install a system of accountability and a governing body to determine when to enlist the services of the team.
