So there was no Joker for quite a while, and then there was a LOT of Joker. He was all over the place when the “A Death in the Family” story arc began. 

Just like this yard decoration. There is (presumably) no Joker in your garden currently. But if you get this there could suddenly be a LOT of Joker.
