Penguin is rumored to be the next big villain of the DCEU by either appearing in the Matt Reeves The Batman movie or possibly in the Harley Quinn spinoff flick, which is an adaptation of Birds of Prey.
The info comes from a reporter from Variety who offered to take the rumor with a grain of salt as things could still change, but Justin Kroll offers that sources are stating Penguin is the top choice to be the main villain in Matt Reeves’ Batman movie.
Likewise, if Penguin isn’t used in The Batman, there is a script of the Harley Quinn spinoff featuring the character.
Take this with a grain of salt as things are constantly changing in the DCEU but I’m hearing the Penguin is possibly the choice to play the main villain in THE BATMAN. Sources add even if Reeves decide to go another route the studio could then make him the main villain in BOP

Reeves is still working on the script, so that could always change but of the multiple BIRDS OF PREY scripts submitted, one does have the Penguin as the main heavy. Either way, it seems WB wants this character cast in the universe sooner rather then later.

Interestingly enough, about a year ago saw actor Josh Gad tease the Penguin while appearing at the DC Comics office. Josh Gad tweeted an image of himself holding a Batman comic with Penguin on the cover, and he continued teasing Penguin on social media as well. He did say he never met with Matt Reeves and was just having fun, but you never know. Check out the posts, which includes fan art:
